While the most common mixed-use developments are apartments with ground-floor retail space, many developers are assembling a wide array of mixed uses, sometimes in unexpected combinations. Mixed-use development isn’t the future of commercial real estate; in many cases it’s already become the norm. But mixed-use projects are more challenging than a single-use development. For starters, different property types have differing operating needs and components. The challenge for developers is finding a way to smoothly combine two or more different property uses in a single project. “Mixing two uses is a complex thing. The practical problem for policymakers trying to do something to help federal employees during the government shutdown was timing. State governments, including Minnesota’s, could use state reserve funds to pay upfront costs of some federally funded programs such as the Supplemental Nutrition Assistance Program (SNAP). And had the shutdown gone on beyond 35 days, the Legislature may have been asked to send more money. But even that would have come with the expectation of repayment once the feds got back to work. Helping federal workers was trickier, though, because any bill that created a formal program would take time to consider and pass. A short-lived shutdown would have been history once any legislative response was in place, and it  was only once the shutdown extended beyond a month did some DFL lawmakers decide to take action: proposing a measure to use state money to guarantee zero-interest loans that could be used to cover costs while waiting for paychecks to flow again. One good question would be what powers Congress has that Trump doesn’t think he can get around with his emergency powers. Second question: What emergency powers? The Constitution doesn’t mention the word “emergency.” Not in the preamble, the original text nor any of the amendments. It doesn’t assign – certainly not explicitly and I would say not implicitly either – any special “emergency powers” to the president. Show me where any author of the original Constitution or any of its amendments talks about this. As temperatures plummet, certain health risks shoot upward. Not only are we at danger (if we don’t bundle up properly) of frostbite and hypothermia, but many of us are also at an increased risk of having a heart attack. But are cold temps only hazardous to our health? Or can they also be beneficial to our physical and psychological well-being? Apparently, they can, at least according to some studies. So, today, while Minnesotans shiver through yet another bitterly cold day, I thought I’d try to warm everybody’s spirits by focusing on the positive side — from a health standpoint — of living in a cold climate. It’s probably cold comfort, but here’s what I found after a quick search of the literature: Cold temperatures may help us think more clearly. Scientists have found that we perform better at a variety of cognitive tasks, from proofreading a document for grammatical errors to choosing the most cost-effective cellphone plan, when we’re sitting in a cool rather than in a warm room
